Notice on the Issuance of the "Statistical Investigation System for Import and Export Reports of Bulk Products" on the Website of the Ministry of Commerce of the People's Republic of China on November 7th.
According to Order No. 22 of 2017 of the National Bureau of Statistics ("Management Measures for Departmental Statistical Investigation Projects"), the Ministry of Commerce has revised the "Statistical Investigation System for Import Reports of Bulk Agricultural Products" formulated in 2021 based on the import and export situation and management needs of bulk products in China in recent years, and renamed it as the "Statistical Investigation System for Import and Export Reports of Bulk Products", which has been approved and implemented by the National Bureau of Statistics (Guotongzhi [2022] No. 165). On the basis of continuing to implement the current import reporting system for 14 products, including soybeans, rapeseed, soybean oil, palm oil, rapeseed oil, soybean meal, fresh milk, milk powder, whey, pork and by-products, beef and by-products, lamb and by-products, corn distiller's grains, and sugar outside the tariff quota, the main new contents are as follows:
1、 Include crude oil, iron ore, copper concentrate, and potassium fertilizer subject to import license management in the Catalogue of Energy Resource Products Subject to Import Reporting, and include rare earths subject to export license management in the Catalogue of Energy Resource Products Subject to Export Reporting. Foreign trade operators importing or exporting the aforementioned products shall fulfill their obligation to report relevant import and export information.
2、 The Ministry of Commerce entrusts the China Chamber of Commerce for Import and Export of Minerals and Chemicals to be responsible for the daily work of collecting, organizing, summarizing, analyzing, and verifying the report information of the five newly added energy and resource products.
The "Statistical Investigation System for Import and Export Reports of Bulk Products" is hereby issued to you, and will be implemented from October 31, 2023 until October 31, 2025.
